Silas Downer (1729-1785) was a lawyer and politician from Providence. In 1758, he married Sarah Kelton. Silas and Sarah had five children: Sarah Lucilla, Phebe Juliann Charlotte, Julius Ceaser, Henrietta, and Sylvana Americana. Silas gave a speech at the dedication of a liberty tree in 1768. in 1776, he was part of a Committee to Revise Militia Laws
